CONDUCTING EFFECTIVE QUALITATIVE RESEARCH

Dr Ighodaro

Everyone at one time or the other engages in research and uses one of two methods of research: qualitative and quantitative methods, or both. While quantitative research seeks to quantify issues or phenomena1, qualitative research methods use non-quantitative measures to arrive at results which are not subjected to rigorous quantitative analysis2. Similarly, while the former aims at finding out the ‘what’ of people’s behavior, asking questions like ‘how many’, ‘how often’, or ‘to what extent’, the latter focuses on issues of ‘why’, ‘how’, or ‘in what way’ behind any particular action or behavior1. Although there is no hard and fast rule in the process of qualitative research method, the following general steps3will assist any researcher achieve significant success. Identify your problem. This is the first step of every research process. Here, you identify a problem or develop a question you will gather information to answer. You must be able to find your problem and formulate it in such a way that it is unambiguous and researchable2.

  1. Identify your problem. This is the first step of every research process. Here, you identify a problem or develop a question you will gather information to answer. You must be able to find your problem and formulate it in such a way that it is unambiguous and researchable2.
  2. Literature review. The second thing you do is to look for, not just information, but appropriate information to answer your research question or problem. In this step, \you do a review of literature to know more about the problem you have chosen to research about.
  3. Clarify your research problem. Most times, in the process of research, you will come to discover that your initial problem is too broad in scope. However, through an adequate literature review process, you will have to clarify this and then narrow it down to suit the goal of the study.
  4. Research design. In this step, you will be required to state the conceptual structure within which your research will be conducted. This is relevant because, through it you limit problems of unnecessary waste of time, resources, and effort, because it will help you to collect the relevant information required to answer your research question.
  5. Define terms and concepts. This is crucial step in the research process because certain terms mean differently in different context. Therefore, you need to define basic concepts and phrases as they apply to your study.
  6. Define your research population. You need to define the specific group of people or entity that your research is focusing on. For example, if you are researching on smallholder farmers within a country like South Africa, then your population will be all smallholder farmers farming in South Africa. Then again, depending on your research, you may also need to look at smallholder farmers who produce maize crop.
  7. Instrumentation plan. This basically is the plan for your study. Sometimes, this step is included the research design by some researchers. It serves as the road map for your study, where you specify, for example who will participate in the study, how, when, and where data will be collected, and even the content of the entire program.
  8. Data collection. In this stage, you will need to gather necessary information to answer your research question/problem. Usually, data is collected in the form of words on a survey, with questionnaire, through observations, or from the literature.
  9. Data analysis and interpretation. In this stage, you analyze and give meanings to your findings, using various qualitative measures, so you can draw a conclusion.

Following these nine simple steps, no doubt, will help you navigate all the hurdles along the journey of a research project

  29. Surprise policy shifts risk undermining Prime Minister Narendra Modi’s flagship ‘Make in India’ initiative, which aims to create millions of jobs and boost growth, industry executives say.

The new comes after India’s apparent U-turn over a locomotive deal with General Electric, signed in 2015.

GE won a $2.6 billion contract to supply 1,000 diesel locomotives – the biggest direct investment in India by a US firm and the first deal awarded to a foreign firm after India allowed 100% investment in its railways – as part of efforts to overhaul its creaking, colonial-era infrastructure.

The General Electric (GE) PowerHaul series diesel-electric locomotive (file pic)

But the railways ministry said last week it wouldn’t need diesel after all – hoping to save on fuel and maintenance costs – and suggested GE might want to make electric engines instead.

Electric engines are usually used for passenger trains, while diesel is used for freight. Around 25-30 percent of India’s locomotives are diesel-engined.

‘An alteration of this contract will have serious impact on job creation and skills development, and cause the government to incur substantial costs. This will also undermine government’s signature ‘Make in India’ initiative.’

The policy shift could cost New Delhi millions of dollars in compensation – GE is already building a factory for the diesel locos – but executives and investors say it is also an important test for a government that needs foreign investment to create jobs and reboot growth ahead of a 2019 general election.

‘The GE case is very important symbolically because they have been among the earliest and most committed investors,’ said Amitabh Dubey, a political analyst at research firm Trusted Sources.

‘People will be watching to see how this plays out, particularly because the railway contracts were initiatives that the government pushed consciously and worked very hard to get these people in.

‘To then turn around two years later and change your strategy will bother a lot of people,’ he said.

GE has already shipped its first diesel locomotive to India and is completing a factory in the state of Bihar. It has created around 1,000 jobs at the plant and a maintenance shed, and 5,000 jobs in the supplier network.

General Electric Co. (GE) Evolution Series Tier 4 diesel locomotives stand on the final assembly line at the GE Manufacturing Solutions facility in Fort Worth, Texas, US

In a statement, the US firm said the government’s change would put future foreign investment at risk.

‘An alteration of this contract will have serious impact on job creation and skills development, and cause the government to incur substantial costs,’ it said.

‘This will also undermine government’s signature ‘Make in India’ initiative.’

    FDI Growth Slowing

Foreign direct investment (FDI) into India topped $60 billion in fiscal 2016-17, almost double the levels before Modi came to power in 2014.

But after increasing by more than 20 percent in the first two years of the Modi government, FDI growth was less than half that rate in the latest financial year, hit by tax changes and a shock move to withdraw most of India’s banknotes overnight.

Investors say India needs foreign investment to create jobs and reboot growth (file pic)

After increasing by more than 20 percent in the first two years of the Modi government, FDI growth was less than half that rate in the latest financial year

Yashwant Sinha, a veteran leader of Modi’s Bharatiya Janata Party (BJP) and a former finance minister, said poorly executed policy shifts had stalled growth. ‘Economies are destroyed more easily than they are built,’ he wrote in a newspaper column on Wednesday.

    India’s economy, Asia’s third-largest, grew at a 3-year low of 5.7 percent in April-June.

    Three-point turn

In another example of shifting goalposts, India this month blindsided the auto industry by almost doubling the maximum levy on luxury cars and sport-utility vehicles (SUVs) – just weeks after first setting the rate as part of a major tax change.

Rahil Ansari, head of Audi India, said sudden shifts affect companies’ ability to plan ahead, and could force changes.

‘This is bound to adversely impact sales, by possibly a double-digit reduction, and will reduce revenues for the company, dealers and perhaps also tax revenue for the government,’ he said.

Rival Mercedes-Benz also said the luxury car industry has been at the receiving end of arbitrary policies, and a hike in levies would affect its future expansion plans under the ‘Make in India’ initiative.

A new General Electric Co. (GE) Evolution Series Tier 4 diesel locomotive is seen on the test track outside the GE Manufacturing Solutions facility in Fort Worth, Texas, US

For change to happen in a country like India, it sometimes has to be done in a disruptive manner, and foreign investors should expect that and plan for it, said Sandip Beri, partner at Delhi-based law firm Shardul Amarchand Mangaldas.

However, the government should give industry fair time to comply with new rules, and analyse its own contractual obligations, before changing policy, he added.

‘There is no question that industry wants stability and predictability.’

India’s inability to make up its mind on its tax structure and how it responds to foreign companies pre-dates the Modi government, says Saurabh Mukherjea, CEO of Mumbai-based brokerage Ambit Capital.

‘I can understand why GE is peeved, but (I’m) not sure how one should take their broader point on the impact on the economic climate in India,’ he told Reuters.

Sensex crashes as foreign investment fears take hold

    by Mail Today Bureau

The SENSEX on Wednesday crashed by 440 points to close at a three-month low as the rupee faltered amid rising foreign fund outflows.

Expectations of a rate hike by the US Federal Reserve and lingering North Korean worries also dented risk appetite.

The market extended losses as bears hammered down stock prices for the seventh day in a row.

Share brokers observe the market reactions at BSE

Foreign investors have net sold $777 million worth of Indian shares so far this month.

They sold nearly $2 billion worth of equities in August as stretched valuations and simmering North Korea tensions saw foreign investors pulling out.

The US Federal Reserve last week reiterated it would continue gradually raising interest rates, including once more this year.

Concerns that foreign capital will move out sooner rather than later after US Fed Chair Janet Yellen indicated that interest rates will firm up led to a dampening of investor sentiments.

Yellen, in a speech, said the US Federal Reserve should stick to gradual rate hikes despite the uncertainty about the inflation trajectory.

This was enough for foreign investors to hit the exit button, to look for avenues that yield higher returns.

The rupee sank to an over six-month  low of 65.75 vis-à-vis the US dollar during the day.

The lingering Korean stand-off dealt a further blow after US President Donald Trump ramped up his threats saying America is totally prepared for a military option on North Korea, warning that would be devastating.

Updates of a military action on the Indian-Myanmar border accelerated the fall in the market, which has been on a downhill drive ahead of the derivatives expiry on Thursday.

The Sensex settled lower by 439.95 points, or 1.39 per cent, at 31,159.81, the weakest closing since June 30 when the benchmark index had settled at 30,921.61.It had lost 824 points in the previous six sessions.

The contagion spread to the 50-share NSE Nifty as well, which after regaining the key 9,900-mark at one stage closed down 135.75 points, or 1.38 per cent, at 9,735.75 – a level last seen on August 11 when it closed at 9,710.80.

‘Additionally, the slowdown in GST tax collection dented sentiment and investors expected that the GST-led disruption is likely to extend and will hurt earnings for the next few quarters,’ said Vinod Nair, Head of Research, Geojit Financial Services Ltd.

Investors’ wealth as measured by market capitalisation of BSE listed companies took a big knock of Rs 1,79,524 crore.

Adani Ports was the worst hit, plunging by as much as 4.85 per cent, followed by SBI which fell by 2.89 per cent. The overall losses swelled because of weakness in heavyweight RIL, Dr Reddy’s, Sun Pharma and ICICI Bank.

TCS emerged as the big gainer, up 0.62 per cent, while Coal India rose too.

Folie À Deux directly translates to madness for two.

The term means ‘the presence of the same or similar delusional ideas in two persons closely associated with one another’, According to Merriam-Webster.

And while the name is a stroke of clever ingenuity, the film itself might leave audiences feeling more bewildered than entertained.

The new flick has garnered the lowest CinemaScore in comic book movie history as it bombed at the box office on opening night.

The psychological musical thriller — which has been criticized as ‘bleak’ and ‘disappointing’ — officially released in theaters on Friday, October 4, but it only raked in $20 million at the domestic box office, per The Hollywood Reporter.

Joker: Folie À Deux is branded ‘bleak’ and the ‘most disappointing follow-up’ by critics

Joaquin reprised his role as the Joker in the sequel, which had earned him an Oscar for his portrayal in the 2019 film, while Gaga took on the role of Harleen Lee Quinzel (Harley Quinn).

However, Joker: Folie À Deux has been given a D rating on CinemaScore — the lowest score for a comic book movie at the time of writing.

Madame Web — which notably also flopped in theaters earlier this year and also received terrible reviews — holds a higher score with a C+.

On Rotten Tomatoes, the movie currently holds an audience score of 31 percent and a critic score of 33 percent.

The sequel is projected to rake in less that $50 million at the domestic box office during the entirety of opening weekend, per The Hollywood Reporter.

The movie had been projected to bring in around $70 million – but the number has since drastically dropped.

Joker (2019) notably opened with $96.2 million when the film first released in theaters – and eventually landed a little over $1 billion in the global box office.

On Rotten Tomatoes, the movie currently holds an audience score of 31% and a critic score of 32%

The first movie – which was also directed by Todd Phillips – had a budget of between $55 and $70 million. However, the budget increased for Folie À Deux to around $200 million.

The 2019 movie garnered praise and positive reviews from both critics and audiences – and won the Golden Lion during the 76th Venice International Film Festival.

Joaquin received an Oscar for Best Actor for his portrayal of the Joker (Arthur Fleck) – and the film garnered an additional Academy Award for Best Original Score.

The sequel also screened during the Venice International Film Festival last month in September, where it earned a 12-minute standing ovation, per Deadline.

However, audiences have since taken to X after the movie released in theaters on Friday – and shared their opinions on the sequel, which features musical sequences.

One fan penned, ‘Joaquin Phoenix don’t deserve this. what happened to the script?’ while another added, ‘is it that bad,’ followed by a crying face emoji.

‘Ironically I feel that a musical, if done well, could have been a good choice. It’d show how much of an unreliable narrator Fleck is,’ one typed.

‘But with some original songs, that keep everything vague, not just covers. Also when I heard of the ending I snorted fr.’

A social media user wrote, ‘Stop making sequels as musicals if the original wasn’t a musical.’

‘Maybe he [Phillips] only had an hour long movie, and decided to randomly add musical scenes to fill the runtime,’ one penned.

‘Joker downfall really needs to be studied,’ another shared, along with a monkey staring out a window.

‘That’s way below what we expected,’ one wrote in regards to the current Rotten Tomatoes scores. ‘People are saying this is the worst sequel ever.’

A fan explained, ‘yea this film was bad. it was pretentious and dull. has the aesthetic of an arthouse film without the substance.’

‘It also insults the audience’s intelligence. the songs were also underwhelming too. they shouldn’t have let this escape to theaters.’

One shared, ‘The audience that loved the first movie is not the same audience running to see musicals. This was a gigantic mistake from step 1.’

During an interview with The Hollywood Reporter, Phillips discussed whether he would be interested in making a third Joker film or a movie centered around Gaga’s character.

The follow-up to the Oscar-winning 2019 film, starring Joaquin Phoenix as Arthur Fleck (Joker) and Lady Gaga as Lee Quinzel (Harley Quinn), faced negative reviews from critics before its October 4 release and flopped at the box office.

Tim, 39, who played a guard at Arkham Asylum in the movie, said Todd Philips’s new film has ‘no plot’ and admitted he knew it was ‘going to bomb’ while filming.

Speaking on The Joe Rogan Experience podcast, Tim said: ‘It’s the worst film ever made.

‘I think what happened, after the first Joker, there was a lot of talk like, ‘Oh, this was loved by incels. This was loved by the wrong kinds of people. This sent the wrong kind of message. Male rage! Nihilism! All these think pieces.

‘And then I think, ‘What if we went the other way,’ and now they have Joaquin Phoenix and Lady Gaga tap dancing to a point where it’s insane.’

He continued: ‘It has no plot. We would sit there, me and these other guys were all dressed in these security outfits because we’re working at the Arkham Asylum, and I would turn to one of them and we’d hear this crap and I’d go, ‘What the f*** is this?’ And they’d go, ‘This is going to bomb, man.’ I go, ‘This is the worst thing I’ve ever seen.’

‘We were talking about it at lunch, and we’d go, ‘What is the plot? Is there a plot? I don’t know, I think he falls in love with her in the prison?’ It’s not even hate-watchable. That’s how terrible it is.’

Despite the negative reviews a number of fans of the sequel took to social media after its release last month to defend the sequel to Todd Phillips’ 2019 motion picture.

The film debuted to a paltry $40 million at the domestic box office, good enough for the weekend’s top spot, but less than projections, and half that of its predecessor.

Amid the early returns, a number of fans took up for the movie and its cinematic depth, in breaking away from the cookie cutter nature of sequels to introduce a musical element not present in the first film, with Lady Gaga joining the franchise.

‘Joker 2 was amazing,’ one user said, adding that it was ‘100% as divisive as people are making it out to be. I love that the film didn’t try to be a traditional sequel, and fully committed to the storytelling they presented. It never deviated to be a film full of Easter eggs or any other crowd pleasing aspects.’

Another user said, ‘I kinda loved Joker 2. I loved how it was structured as a meta-exploration of the first film’s fandom and the musical elements were a lot of fun.’

Despite the negative reviews a number of fans of the sequel took to social media after its release last month to defend the sequel to Todd Phillips’ 2019 motion picture

One user marvelled that Joker 2 is ‘getting universal hate despite being more interesting and creative than anything marvel has done in years is expected.’

It comes after lead star Lady Gaga was left ‘disappointed’ at the immense flood of negative reactions to Joker: Folie à Deux, with the singer’s team now keen to quickly push out other projects to help distract from the furore over the film, insiders claim.

Todd Phillips‘ sequel has bombed, raking in just under $40 million at the domestic box office, and receiving the lowest CinemaScore in comic book movie history.

Gaga, 38, is reportedly confused at the lack of love for her turn as Harleen Lee Quinzel, aka Harley Quinn, alongside Joaquin Phoenix, 49, as the Joker – a role that won him the best actor Oscar in 2019 – in the wake of the standing ovation it received at the Venice Film Festival last month.

‘Gaga is surprised by the response to Joker 2 and is shocked that people don’t love it after the response it received from critics before it premiered,’ a source exclusively told DailyMail.com.

‘She put so much heart into the movie and has so much respect for the DC comics fan base.’

They added: ‘Her team is quietly looking at other projects they can roll out as they want to move on this from as quickly as possible.’

But despite the lacklustre reception from fans, a second source claimed she is not letting it deter her from returning to the big screen, with the singer said to be eyeing up a Quentin Tarantino movie.

‘She is disappointed that Joker is pretty much a bomb,’ they said.

‘She thought that this film could get her an Oscar nomination, especially since the first film was such a success and Joaquin won an Oscar.

‘She would now like to land a role in Quentin Tarantino’s next and final film. Nobody knows what that is going to be, but she wants to audition.

‘She’s going to lobby hard to get a meeting with him once a script is presented, it is a bucket list moment for her to be involved.’

By Aidan Lewis and Mohamed Abdellah

CAIRO, March 17 (Reuters) – Egypt is racing to prepare a grandiose new capital city in the desert east of Cairo before the first civil servants move in this summer and ahead of the delayed official opening of President Abdel Fattah al-Sisi’s flagship project.

At the heart of the city, workers are putting finishing touches to an avenue of ministries that echo the architecture of pharaonic temples and adjoin a raised Islamic complex, two domed parliament buildings and a sprawling presidential compound.

There will be a monorail passing through a business district where a 385-metre central tower is close to completion. Beyond, the contours of a 10km park stretching to a giant mosque are taking shape.

The city, known simply as the New Administrative Capital, is designed to operate with smart technology on virgin land away from the clutter and chaos of Cairo. It will boast universities, leisure facilities and a diplomatic quarter.

But it has made halting progress, and after Emirati funding fell through shortly after it was announced in 2015, the military and government took on the estimated $25 billion cost of the first phase, injecting off-budget investment.

Some foreign loans and financing have been secured.

The coronavirus pandemic also slowed progress, and the first of three planned phases, covering 168 square kilometres, will not be completed when the government begins to move in.

“The rate of completion of the first phase has passed 60% across all projects,” said Khaled el-Husseiny, spokesman for the new capital.

He added that the delayed transfer of civil servants would begin in July, ahead of an official opening planned for the end of 2021.

    HI-TECH

The city is being designed as a high-tech model for Egypt’s future.

Control centres will monitor infrastructure and security electronically, roofs will be covered in solar panels, payments will be cashless and 15 square metres of green space are allocated per inhabitant, officials said.

“We are trying to solve all the problems we had in the past in the new capital,” said Husseiny.

The finished city is expected to house at least 6 million residents, its second and third phases largely residential.

That will take decades to complete, although the government will be able to function normally while construction goes on, said Amr Khattab, spokesman for the Housing Ministry which is responsible for executing parts of the city.

How far and how fast Egypt’s centre of gravity shifts away from Cairo to the new capital 45 km from the Nile is unclear. For now, thousands of residential blocks stand empty either side of a highway leading into the new city.

The completion of the business district, yet to be marketed, is set for 2023.

Electric train and monorail links are under construction. The first 50,000 civil servants expected to relocate to the new capital from this summer will be offered shuttle buses to get there.

Around 5,000 out of 20,000 housing units have been sold in the first residential district expected to open in May, said Khattab.

On Monday, Sisi’s office announced 1.5 billion Egyptian pounds ($96 million) in incentives for civil servants selected to move to the city.

    LAND SALES

Officials say the city will eventually include social housing and is meant to finance itself through land sales, though it is unclear how much revenue these have generated.

Of the $25 billion cost for the first phase, about $3 billion is being spent on the government district, said Husseiny.

Some international financing has been secured for rail links, and a $3 billion Chinese loan has helped fund the business district, built by China State Construction Engineering Corp (CSCEC).

Sisi, who has embarked on multiple infrastructure mega-projects and national development schemes, says other regions will not be neglected.

“We are not leaving Cairo, or Alexandria or Port Said or other provinces. We are moving forward with the old and the new together,” the president said last week. The capital’s opening would mark the “birth of a new state”, he added.

Though there is support for the government’s argument that the new capital can reduce congestion in Cairo, there is also concern that it will be unaffordable and inaccessible to many.

“Some classes will be able to live there, others won’t,” said Alaa Ibrahim, a 39-year-old electrician in Cairo’s impoverished Imbaba district. (Additional reporting by Mohamed Zaki and Sayed Sheasha; Editing by Mike Collett-White)

It’s the invention that changed the way the world watched home recordings and Hollywood films.

But in just four weeks’ time, the last ever company to manufacture videocassette recorders will shut down production as the Netflix generation takes over.

The closure in August comes as services like Netflix and YouTube continue to revolutionise the way we watch films and TV.

    THE DECLINE OF THE VCR

The VCR’s first death knell sounded when DVD players were introduced around the world in 1997.

But DVDs didn’t become more popular than video cassettes until 2003.

Since then, the internet has dramatically changed how we watch our favourite TV shows, with services like BBC iPlayer and Amazon Prime streaming content directly to our devices.

The streaming and download market is now even bigger than the DVD market, according to PwC. And by 2017, the streaming market is set to be worth $12 billion.

Japan’s Funai Electric, which has been making VCRs since 1983, used to sell 15 million VCRs a year in its heyday.

But last year the company sold just 750,000 as the video cassette market continues to shrink.

According to Japanese newspaper Nikkei, Funai Electric will shut down its VCR operations by the end of August.

Alongside a shrinking demand from consumers, Funai said it is also having difficulty getting the correct parts to manufacture VCRs with, as the technology is so dated.

Rival Panasonic stopped making VCRs in 2012, but Funai was still making the tape machines for Sanyo in China, which then sold them on to customers in the United States and other markets.

There is a still a thriving second-hand market for VCRs, with many families looking to convert cherished memories recorded on tape into digital

And VCRs are just one of many technologies from the past that have taken decades to die out.

Godrej and Boyce – the last company left in the world that was still manufacturing typewriters – halted its production in Mumbai, India in 2011 with just a few hundred machines left in stock.

Video cassette predecessor Betamax was still going strong until 2002 when Sony stopped production of new recorders.

But new formats of the video technology called SuperBetamax are still being used by small groups of people.

    GOOGLE REVEALS ‘VHS MODE’

In 2013 Google unveiled a ‘VHS’ feature for YouTube in honour of the video tape that sparked the home entertainment revolution.

In celebration of the VHS launching 57 years ago, Google let selected videos use a ‘VHS simulator’.

It added the white flicks, wonky video and errors that plagued VHS recordings.

‘Not too long ago, the video tape was the media of choice for living rooms around the world,’ the firm said in a statement.

‘In celebration of the 57th birthday of the first commercial video cassette recorder, check out a fun VHS mode for the YouTube player to relive the magic feel of vintage video tapes.

‘On select videos, you’ll find a VHS button in the bottom right of the player – just click to turn back the clock and enjoy the static and fuzzy motion of the VHS era.’

Welcome to Ice City: Russia plans to build frozen community 1,000 miles from North Pole… as race for Arctic minerals heats up

Russia is to build an ultra-modern city on a frozen island deep inside the Arctic Circle – in the Kremlin’s latest move to back its claim to vast oil and gas reserves under the polar ice cap.

Named Umka, after a popular Soviet polar bear cub cartoon hero, the initial 5,000 residents will live under a vast dome to protect themselves from temperatures sinking below minus 30C in winter.

‘This city will be of strategic importance as Russia’s northern outpost,’ said architect Valery Rzhevskiy who has shown its modernistic designs to an approving Vladimir Putin.

Extraordinary: The city will cost up to £4 billion and be built on the remote island of Kotelniy, in the Novosibirsk archipelago, some 1,000 miles from the North Pole

Vast: The Umka designs are based on the International Space Station but in comparison is much larger – one mile long and 800 yards wide

Sources say it is likely to house soldiers, border guards and secret service officers, as well as scientists and explorers, as Moscow gets serious about claiming Arctic mineral riches.

All will enjoy a luxury lifestyle in the cocoon with its own specially regulated temperate climate – including many facilities to make inhabitants of other cities envious.

‘We aim to have scientific laboratories, houses, but also parks with attractions, an Aqua complex, hotels and a cathedral. Naturally there will be schools, kindergartens, recreation zones, a hospital, and sport facilities are planned, too,’ said Rzhevskiy.

‘We want people who will be living and working here not to realise they are in some closed space with an aggressive Arctic climate outside.’

The extraordinary venture – nicknamed ‘wonder city’ – will be built at a cost of up to £4 billion on the remote island of Kotelniy, in the Novosibirsk archipelago , some 1,000 miles from the North Pole, closer than any other Russian city.

Strong winds make it one of the most inhospitable places on the planet, and even in summer it barely climbs over freezing point.

Bleak: Strong winds make the area one of the most inhospitable places on the planet, and even in summer it barely climbs over freezing point

The Umka designs are based on the International Space Station, but it is vast by comparison – just short of one mile long and 800 yards wide.

‘So far it’s the only project in the world with an artificial climate and integral life support – just like on the space station. Not only is it a new word in architecture, but in human living too. We have used aero and space technologies while creating it.’

Electricity will be supplied by a floating nuclear power station. Food wise, it will be totally self-sufficient with fish and poultry farms, greenhouses, a wheat processing factory and bakeries.

‘There will not be any rubbish at all, as the city will have two  factories converting all kinds into ashes.’

It will house workers for local mines and oil platforms which should pay the costs of the development, it is claimed.

‘This project is designed to work on any surface, even on the Moon if needed,’ said Rzhevskiy, one of Russia’s top architects.

The ice city plans – currently with no fixed timetable for opening – comes as all countries with territory touching Arctic waters are gearing up to make competing demands to the United Nations over underwater mineral exploitation rights.

Western countries were stung when in 2007 Russian polar explorer Artur Chilingarov placed his country’s flag in the Arctic seabed in 2007.

‘We must prove the north pole is an extension of the Russian land mass,’ he said at the time.

A Canadian think tank this year even warned that ‘an arms race maybe beginning’, expressing concerns at the risk of conflict.

The U.S., Canada, Norway and Russia have all boosted their naval presence in Arctic waters amid warnings of a Cold War that could literally be cold – except perhaps at Umka.
